• • I <br /> (iv) Application method for grass seeding. <br /> The seed will be applied by a drill with a competent agitator. It will be drilled across the slope on <br /> the backslope. If by some chance seed should be broadcast, the rate will be doubled. <br /> (v) Mulch, if necessary,and rates of application. <br /> Straw or grass mulch will be applied and crimped in at the rate of 4,000# per acre as recommended, <br /> and stated in (ii) above. <br /> (vi) Establishment method for each species of shrub or tree. <br /> No shrubs or trees are proposed for this wide-open rangeland area. <br /> (d) Specify which ponds, streams, roads and buildings will remain after reclamation. <br /> No ponds, streams or buildings are presently on site or proposed. It is possible that the haul road <br /> in the permit area might be left for future use. If it is not, it will be reclaimed. <br /> (e) Specify the reclamation treatment of any waste rock dumps, tailing impoundments, <br /> underground mine openings, ditches, sediment control facilities, buildings and other features <br /> not addressed. <br /> This will be an open-pit surface mining operation. All rock will be used in product, so there will be <br /> no waste rock. There will be no dumps,tailing impoundments, underground mine openings,ditches, <br /> sediment control facilities, buildings or any other features not addressed in this narrative involved <br /> in any way in this operation. <br /> (f)Provide an estimate of actual costs to reclaim the site, based on what it would cost the State <br /> using an independent contractor to complete reclamation, plus administrative costs. <br /> Jim Stevens of the Division informed the applicant on 8/24/00 that a Financial Warranty would not <br /> be required as evidenced by C. R. S. 34-32.5-110(6) which reads as follows: <br /> (6) If the operator is Department, Division, or Agency of Federal, State, County, or Municipal <br /> Government. the operator may, at its discretion, submit on composite application and annual report <br /> for all similarly situated sand, gravel, or quarry operations. Such composite application and annual <br /> report shall comply with subsections(1)to(5)of this section. Financial Warranty under subsection <br /> (2) of this section shall not be required of the operator if it is a unit of County or Municipal <br /> Govemment or the Department of Transportation and the operator submits a written guarantee, In <br /> lieu of Financial Warranty. stating that the affected lands will be reclaimed in accordance with the <br /> terms of the permit and Section 34-32.5-1 16. <br />
