17, Your configuration for some, if not all, stockpiles of topsoil is 300 feet long 100 feet <br />wide and 30 feet high, with lh : lv side slopes. Such long steep unprotected slopes <br />would be very erosive. Rule 3 Section 1.9(3) states "topsoil shall be stored in places and <br />configurations to minimize erosion. The Board may require immediate planting of an <br />annual and/or perennial on topsoil stockpiles for the purpose of stabilization." Please <br />provide plans to place topsoil stockpiles in configurations with less erosive slopes and <br />provide a plan to stabilize the stockpiles if they are to remain in place without being used <br />in reclamation for a significant amount of time, such as more than one year. <br />18. Since there will be an abundance of topsoil for reclamation. Please commit to replacing a <br />depth of topsoil of no less than 12 inches. Grasses are more readily established on soils <br />of 12 inches or more and will remain vigorous. <br />19. Your reclamation plan includes planting cotton wood trees within a UDFCD <br />maintenance and access easement. Please address the District's concerns about the <br />cottonwood tree plantings (item 7 UDFCD letter to DMG dated 8-6-04). Obtain the <br />District's approval of the cottonwood tree planting plan, in writing, and provide a copy of <br />the approval to the Division. <br />Exhibit F -Reclamation Plan Map <br />Please add contour lines to the Phase 1 and 2A azeas that show the expected physical <br />appeazance with enough detail to portray the direction and rate of slope. <br />2. The reclamation contour lines for the West Fill Area on the sheet 6 of 7 map are the same <br />as the contour lines from the Mining Plan Map sheet 4 of 7, even though your plans <br />include filling the area with overburden, clay lens material and topsoil. Xour plan <br />includes grades of 2% and 4h : lv at the Brantner and Brighton Ditches. Please show the <br />expected topography of the area with contour lines, in the same manner as you have <br />shown them for the Phase 3 area, <br />Exhibit G -Water Information <br />Aggregate Industries must commit to provide the Division a copy of an approval letter <br />from the State Engineers Office for a water augmentation plan or substitute water supply <br />plan prior to exposure of groundwater in Phases 1, 2, 3 or 3A. <br />2. Provide to the Division copies of agreements between Aggregate Industries and the <br />Brantner Ditch Company and the Brighton Ditch Company that A. I. Will mitigate any <br />loss of water from the ditches during dewatering of the Tucson South Resource gravel <br />mining operation. Or. Obtain letters from the ditch companies stating that they have <br />reviewed the dewatering plans and that they do not expect damage to their water rights. <br />3. Aggregate Industries must agree to mitigate any negative impacts to the water supply of <br />neighbors within 600 feet of affected land caused by the mining operation <br />
