10 Address the Allen Sorenson memo regazding "reclamation cost estimate and pit wall <br />stability analysis" attached to my letter to Tetra Tech dated October 8, 2004. <br />1 L The application indicates that materials imported from other Aggregate Industries mines <br />may be processed in the proposed pernut azea. Address Rule 3 Section 1.5(9), as it <br />relates to reclamation fill material that maybe generated from the imported materials. <br />12. Show on the mining plan maps the location and dimensions of dewatering trenches for <br />Phases 2, 3 and 3A and the location and dimensions of the settling ponds used to settle <br />sediments prior to dischazge. <br />13. The Urban Drainage and Flood Control District has constructed a riverbank stabilization <br />project along the southern reach (Morgan Smith Natural Area). According to UDFCD <br />guidelines for gravel mining activities within the 100 year floodplain, no mining shall <br />occur within 200 feet unless pit side bank stabilization or a spillway is constructed, in <br />addition to river bank stabilization. The UDFCD requests that Aggregate Industries add a <br />note to the application that "Mining limit without further approval of UDFCD and DMG <br />be shown at a 200 feet setback from the riverbank." (See UDFCD letter to DMG dated 8- <br />6-04 and forwarded to Tetra Tech 8-10-04) Please make the necessary requested changes <br />to the application narrative and plan maps or obtain approval, in writing, from UDFCD, <br />prior to consideration of the application, for the planned 100 feet setback. <br />14. For reaches of the South Platte River north of the Morgan Smith Natural Area the <br />UDFCD requests that Aggregate Industries change the Application to include the <br />information that "Mining limit without further approval of UDFCD and DMG be shown <br />at a 300 feet setback from the riverbank." Please make the necessary changes to the <br />application narrative and plan maps or obtain approval in writing, prior to consideration <br />of the application, from UDFCD for the planned 100 feet setback. (See UDFCD's letter <br />of 8-6-04 referenced above) <br />Exhibit E -Reclamation Plan <br />Describe the extraction of sand and gravel in relation to establishment of the reservoir <br />bank slopes. Will the dry mined pits be excavated to 3hav slopes or will they be <br />excavated to steeper slopes and then backfilled to reclamation grades? If excavation of <br />the reservoir perimeter will be to slopes steeper than the reclamation grade describe <br />backfilling of the pit perimeters including the level of compaction and the timing of <br />backfilling in relation to the completion of sand and gravel extraction. <br />2. Your reclamation plan states "the water storage reservoirs will be created by concurrent <br />reclamation." Please describe in detail your plan to reclaim to water storage reservoirs <br />concurrently. Describe in detail extraction activities in relation to reclamation activities, <br />including how closely reclamation will follow extraction. <br />3. Your plan. is to reclaim Phases 1 and 2A with silts from the processing operation. These <br />Phases will be reclaimed to upland or wet meadow. Your plan includes replacing topsoil <br />
