Although <br />the road through the proposed mine area is still largely snow covered, much of the ridge <br />area in the center of the pit is clear of snow and accessible by foot. I am forwarding a <br />series of photos of the "wetland" area shown on the application. The existing "soils" in the <br />photo consist of large quantities of reject material from earlier (60's and 70's) resurfacing <br />productions on the east side of Hwy. 145. If you carefully study these photos (circa 1991) <br />you will note that much of this project material has been borne by erosion into the wetland <br />area (or impoundment area) and has seriously affected its quality. Please note the serious <br />erosion problems here and the obvious lack of ground cover over the reject fires. <br />Once all of the snows leave, I plan to bring in my wetlands consultants and the Army Corp <br />to view this situation to formulating a game plan to create a substitute, functional wetland. <br />This obviously would be precedent to a permit amendment necessary to expand into the <br />wetland area. The reject fines storage area is adjacent to the permit boundary and will be <br />addressed by the screening and planting program, I expect to undertake this summer, (as <br />permitted by the Colorado State Department of Transportation under an LOP). This will <br />stabilize this strip, revegitate it, and provide an effective (tree based) screening for the pit <br />area itself. <br />I would greatly appreciate any suggestions you might have regarding this scope of the <br />work in spite of the fact that it is not directly related to, (or part of) the permit application. <br />I would like to plant 10' - 15' evergreens all along this area adjacent to the pit -this of <br />course will necessitate a temporary irrigation system, etc. Your input would be valued. <br />Sincerely, <br />"~ ' <br />Scott Smith <br />
