._ • i <br />The Division does not agree with the five year time frame within <br />which the operator would not have to test the stockpiled growth <br />medium for fertilizer recommendations. This time frame will need <br />to be reduced to one year. An alternative would be to commit to <br />apply any fertilizer that the Soil Conservation Service has <br />recommended for that site at the rate the SCS suggests. <br />The operator should commit to roughening the surface of the area to <br />be reclaimed, before replacement of any growth medium, to ensure a <br />good bond between the mined surface end the growth medium. <br />Because of the lack of adequate guarantee that the site will be <br />reclaimed to a residential use, and due to concerns regarding <br />stability of the final slope, some shrub and tree seed should be <br />added to the seed mix for additional slope stabilization and <br />wildlife habitat enhancement. Additionally, to promote different <br />age classes of woody vegetation, the Division recommends planting <br />of shrub and tree seedlings throughout the site in a manner that <br />creates "patches" for thermal and hiding cover and edge effect <br />which is desired by wildlife. A recommended target level for total <br />woody stem establishment is 500 stems per acre. <br />In order for the Division to adequately evaluate the reclamation <br />plan and calculate the reclamation liability associated with the <br />proposed Pathfinder Pit operation, details of the plan must be <br />provided. Please submit details regarding proposed soil <br />conditioning methods, mulch application rates and types and <br />fertilizer application methods. Please be aware that the revision <br />process is in place should the operator wish to revise these <br />details in the future, based on the recommendations of the chosen <br />reclamation contractor. <br />The seed mix submitted, at the rate specified, would result in <br />planting of 994 seeds per square foot. The SCS recommends <br />approximately 80 seeds per square foot when broadcast or <br />hydroseeding in areas where harsh conditions exist. This is one of <br />those cases where more is not better. Please revise the proposed <br />seed mix application rate accordingly.
