RTHWEST PIPELINE CORPORATIO'
June 12, 1979
Don Henderson
To: Dave Roberts
wa
Mui 61q
Subject: OSM Compliance
~ ~
a:~~ ~
MEMORANDUM
No.:
From: Al Amun s`o
~sieo l/
-norr
Of principal importance in complying with OSM and the Mine Land
Reclamation rules are:
1. That we do not leave our permit boundary.
2. That any time we disturb land we remove the brush
first, then remove the topsoil and then use the land.
We cannot simply place material on top of topsoil,
nor can we place mine gob or coal on unaffected land,
or brush or any kind of topsoil.
Also of prime importance is that we maintain the drainaoe of the coal
pile so that the bench that we load off of slopes back toward the coal pile
and down toward the ditch that feeds the Idorris pond. If necessary this
• must be reestablished after each train.
Also of importance is that we clean the coal south of the tracks
after each train. Also, that we continue to clean the gob from south of
the tracks and get rid of it. These are things that are in progress and
that we have told the Kline Land Reclamation Board and 05M that we will
take care of, If we drop the ball we loose considerable credibility and
maybe our opportunity to operate a mine. k'e need everyone's cooperation
in cleaning up our habits in this operation.
Dave, I know part of our problem is that our truck drivers and
equipment operators are not aware of some of the problems of just radomly
dumping material in the bushes. If you could have a talk with your
operators and explain to them the importance of disposing the material
in the correct place, not dumping it on bushes or on topsoil, this will
save us considerable time and effort.
If there are any questions with regard to the areas that we can
use or procedures, don't hesitate to contact Dave Hettinger, or call me.
AA/boo
cc: Dave Hettinger
• E. Peter Matthies
