• There is a Mental Health Center in Delta and a part-time office in <br />Paonia. They offer a range of out-patient services, including specialized <br />services for children, the elderly, and nlcoholiem. E1;nding of these and <br />other human and socinl service programs seems uncertain at this time. <br />In summary, public safety receives a mixed review; fire protection is adequate <br />except in Paonia, where a quick response vehicle is needed; law enforcement is <br />in need of personnel. Educational institutions received a vote from the <br />residents to float a $13 million bond to build six new schools; however, <br />strenuous growth would dictate expansion of the facilities. Health care <br />appears adequate, although specialists such as pediatricians are being <br />sought. Communication appears to be the major problem in the nrea of <br />emergency medical services. Housing availability is not great, however Paonia <br />has proposed developments totalling 514 units (Paonia Impact Team Discussion <br />Paper, July 29, 1980, "A Summary of Housing and Public Facility Capacities"). <br />While some improvements in services may be needed, the towns can still absorb <br />• more growth, as indicated in Table II-S. Crawford is in the most inflexible <br />position to accept more growth until completion of new water and sewer <br />systems. in terms of health care and schools, the facilities are new, but <br />were primarily built as a needed improvement rather than as expansions beyond <br />current demand. The next section explores the fiscal abilities of the towns <br />and counties to furnish needed and expanded services. <br />E. Fiscal Baseline - Taxinc Abilities <br />in assessing the fiscal condition and stability of the area, the budgets for <br />the years 1978, 1979 and 1980 were reviewed for the towns of Paonia, <br />Hotchkiss, Crawford, and Delta, and the counties of Delta and Gunnison. The <br />assessment process included reviewing: <br />• Historical assessed valuation and mill levies; <br />• General fund revenues (total, percentages, and per capita)r and <br />• General fund expenditures (total, percentages, and per capita). <br />• <br />26 <br />
