• - N1 - Bast of Somerset (3.94 miles); <br /> - M2 - East of Paonia to Somerset (4.96 miles); <br /> - M3 - East of Hotchkiss to East of Paonia (10.34 miles); <br /> - M4 - West of Paonia Dam (3.36 miles); and <br /> - NS - Hotchkiss Hy-Pass (2.70 miles). <br />Funding for the first phase is nasured and construction is underway. The <br />first phase should be completed by late 1982 or early 1983. Design and <br />right-of-way work on the second phase is not scheduled until 1985 oz 1986, <br />with construction anticipated to take 2 to 3 years. The final three <br />phases have not yet been programmed. The major constraint to hastening <br />this schedule is funding. If more funds were available from the federal <br />or state governments, the time frame for this project could be compressed. <br />The other road in need of improvement is the narrow, winding road south <br />from Paonia to Crawford. <br />• 5. Fire Protection <br />Fire protection is adequate in all communities; however, Paonia is in need <br />of one quick response vehicle. The five fire districts in the County are <br />located in Paonia, Hotchkiss, Delta, Crawford and Cedaredge. A problem <br />common to most public safety units is communications. Due to the terrain <br />of the area, direct communication between communities is sometimes <br />difficult. <br />6. Law Enforcement <br />Law enforcement personnel are generally needed (one per city with the <br />exception of Paonia; four for Delta County). Crawford does not have a <br />municipal law enforcement division, but relies instend on the County <br />Sheriff. The 6heriff is in need of more investigative personnel and road <br />deputies. <br />• <br />23 <br />
