• OSM INSPECTION <br />March 11 and 12, 1980 <br />On March 11 and 12, 1980, Western Slope Carbon, Inc. (WSC), was <br />inspected by OSM's Ron Gregg at the Hawk's Nest East and West mines. <br />Accompanying Ron Gregg on the inspection were Dave Roberts and myself, <br />Al Amundson, both of WSC. The inspection started at the west end of the <br />property, at the unit train load-out silos, and progressed to the east. <br />We began the inspection of the property at approximately 3:00 p.m., <br />examining the silo area, the trackage, the river front, Norris Pond, <br />coal stockpile and West Mine area. 4Je were cited with two violations <br />• in this area. They were: <br />1) Failure to clean up trash around the silo area <br />2) Failure to control un-disturbed run-off from above <br />the West mine <br />The trash at the silos consisted of old track material and material <br />left from the track construction. This was the responsibility of Railroad <br />builders Company and should have been covered under their clean-up of the <br />work area upon completion of the work. This material was piled between <br />the track grade and Highway 133 in a neat and orderly fashion, preparatory <br />to being picked up. As Railroad Builders left the property sometime in, <br />the period of September or October, it is assumed that responsibility of <br />picking up this material was in dispute between Railroad Builders and <br />WSC, each one thinking that the other would take care of the trash. <br />The violation regarding un-disturbed drainage not being properly <br />diverted around the West mine stems from a many-faceted problem. The <br />situation is that there is a relatively large drainage emptying onto the <br />
