717.1E Backfilling and Grading and Disposal of Excess Rock <br />• 717.15 <br />Backfilling and grading operations had been initiated at the Crystal <br />Meadows waste disposal site as addressed in the General Comments <br />section above. <br />71T.17 Protection of the Hydrologic System <br />The area associated with the xater tank north of Highway 133 at the <br />Hawks Nest East portal lacked sedimentation control measures as re- <br />quired under this section. Violation Number 1 of Notice of Violation <br />Number 79-~-3-23 was issued for the above condition. Although a <br />culvert to pass the surface drainage from the water tank area under <br />the diversion ditch, xhich diverts water from unaffected acreage <br />away from the disturbed area, was planned, the culvert was not installed <br />at the time of inspection. Arty surface drainage from the water tank <br />area would enter the diversion ditch and be directed to the North Fork <br />River without passing through a sedimentation pond. <br />Construction of diversion ditches associated with both the East and <br />West portal vas not totally completed at the time of inspection. <br />Channel lining vas not addressed under the approved construction plans, <br />but the company agreed that riprap would be placed in the bottom of the <br />channel and the outside slopes graded and seeded in order to prevent <br />additional contributions of suspended solids to runoff outside the <br />• permit area. <br />The discharge points of the diversion structure at the Rawks Nest East <br />Mine did not contain devices to control erosion. Rills and gullies <br />at the points where the diversions discharge into the North Fork River <br />evidenced the absence of such devices. Violation Number 2 of Notice <br />of Violation Number 79-V-3-23 was issued for the above condition. <br />Violation Number 3 of Notice of Violation Number 79-V-3-23 was issued <br />for failure to maintain access and haulroads as required. The culvert <br />,just east of Hawks Nest East portal and substation area which drains <br />portions of those areas was partially blocked at the intake point on <br />the north side of the highway. <br />Sedimentation control measures at the time of inspection consisted of <br />partially constructed diversion strvctures to convey overland floe <br />away from disturbed areas, as addressed above as yell as stray bale <br />dikes ad,]acent to the North Fork River between affected acreage and <br />the river. The bales of straw are placed on the surface of the ground <br />and anchored with roof bolts. <br />A strip of affected acreage adjacent to North Fork River and east of <br />the eastern permit boundary vas observed to have no sedimentation <br />control for surface drainage from the area. The area is approximately <br />25 (twenty-five) feet vide and 300 (three hundred) feet long. At the <br />• time of inspection, the area vas being utilized as an equipment/parts <br />storage area. The company vas not certain what type of reclamation <br />operations were planned for the erea. The area vas affected prior <br />-2- <br />
