Pre-improvement <br />site topography is shown on Plate 1, Site Plan. <br />' Existing improvements within the site consists of a dirt haul road, coal process <br />waste fill (GOB) and a fill retention embankment. These are shown on Plate 2, <br />' Plot Plan. The retention embankment, whose location is also shown on the Plot <br />Plan, is up to about 15 feet in height, has a crest width of about 15 feet, and <br />' has inboard and outboard slope ratios which vary from 1:1 to 1~:1 (horizontal to <br />vertical). Coal process waste has been placed behind (upslope) the embankment <br />and is up to 15 feet deep. To date, approximately 32,800 cubic yards of waste <br />fill has been placed over about 2.9 acres of the site. The present extent of <br />waste fill is shown on Plate 1. About two feet of native soil cover has been <br />' placed over approximately 1.4 acres of the waste fill area. The waste fill opera- <br />tion is ongoing. <br />' Western Slope Carbon proposes to continue the coal process waste filling opera- <br />tion. This would involve excavation and stockpiling of soil and weathered rock <br />materials upslope of the existing waste fill. Additional processed waste, hauled <br />to the site by end-dump trucks, is to be placed in the excavated area. <br />' PURPOSE AND SCOPE OF OUR SERVICES <br />The purposes of our investigation were to develop hydrologic, geologic, and <br />' geotechnical engineering information to evaluate the present waste fill opera- <br />tion, and to develop recommendations and modifications, if necessary, for con- <br />' tinuation of the operation. The data developed .is to be incorporated into the <br />Coal Waste Disposal Operation and Reclamation Plan for the disposal site being <br />prepared by Western Slope Carbon for submittal to the Colorado Mined Land Re- <br />clamation Board. <br />' The scope of our services consisted of the following elements: <br />1. Obtain and review pertinent hydrologic and geologic <br />' publications available for the site and vicinity. <br />2. Perform a brief geologic reconnaissance of the site <br />are. <br />3. Explore and evaluate site subsurface conditions by <br />' drilling up to five auger borings and obtaining <br />
