Box 1846 <br />Buena Vista, Colorado 81211 <br />Re: Pridemore Construction, Inc. - "Jesse Lee Operation" <br />File No. M-84-043 <br />Dear Mr. Wright: <br />I have received the latest submission in answer to my letter of June 12, <br />1984. Some matters have been clarified but some matters are still not clear <br />to me. I will attempt to outline my areas of confusion iri the few areas that <br />remain, anticipating that you can answer these questions before the scheduled <br />June 27, 1984 meeting. I still feel that these are merely matters of <br />clarification that can be resolved to allow me to recommend approval of the <br />application. One again, I will use the question numbers from my original <br />adequacy letter of May 10, 1984. We may have mentioned some of these matters <br />during our telephone conversation, and I do not remember the answers. A reply <br />to this letter will serve to verify these matters for the permit file. <br />Exhibit B <br />6. If the water level in the pit is to be fairly near the existing surface, <br />will the operator need to use typical wet mining methods such as a dragline, <br />rather than the backhoe and truck (as described); or will the backhoe be <br />adequate for wet mining operations? Please clarify this matter. <br />Exhibit E <br />3. I now understand that backfilling is to occur and that the fish ponds are <br />to be constructed with 3:1 slopes from 5' above to 10' below the expected <br />water line and 2:1 otherwise. The need for riprap protection over the entire <br />pond slope has not, however been made clear to me. I note that the Colorado <br />Division of Wildlife suggests that riprapping of the shoreline up to 2' above <br />the expected water line will protect against wave action. I agree with that <br />judgment and your plan. However, I would suggest that, again in agreement <br />with the Division of Wildlife, the pond slopes be revegetated in accordance <br />with the S.C.S. plan above that point, using topsoil over the backfilled <br />material. This presumes a fairly long slope above the waterline, however. If <br />the waterline is only to be 3' from the crest of the excavation, the short <br />length of slope revegetation would probably not be worth doing, and riprap <br />would suffice.
