7. Contamination Issues with the Gilsonite Refinery Lands <br />From considerable testing performed by the landowner and the Colorado Department of Health, <br />Hazardous Waste Division, a number of contaminants are present on the FMM property. Soil tests <br />have shown that petroleum hydrocarbons, benzene, arsenic are present in the soil above desirable <br />levels in a few instances within the gravel permit area. Other metals and petroleum compounds are <br />present but are not above levels of SRO (Soil Remediation Objectives). These SRO levels were de- <br />termined by the CDOH Hazardous Waste Division. A plume of free product petroleum hydrocar- <br />bons exists north of the permit area and could be drawn down to the permit area during pumping. <br />In the event that any type of buried waste material is encountered during the extraction process, <br />solid or liquid, the procedures outlined in the Waste Management Contingency Plan will be in ef- <br />fect. The Colorado Department of Health has worked for years with the landowner, Fruita Market- <br />ing and Management, in analyzing the contamination on the site and developing the plan to allow <br />gravel mining based on the levels of risk found, knowing that the gravel mining will require pump- <br />ing of water from the pit. The Plan calls for detailed testing procedures in addition to specific pro- <br />cedures if any contamination is found. If any solid waste in soil is encountered during testing or <br />operation, the following procedures will be implemented: <br />1. All excavation activities will cease in the area of the discovered waste. <br />Z. Site personnel will notify Elam Construction, Ines. Health and Safety Officer and Elam's certi- <br />fied Hazardous Materials Managet (HMM). CDOH Hazardous Waste Division, DMG and Mesa <br />County Health Depaztment will be immediately contacted. <br />3. Upon investigation of the solid waste, various options will be considered such as: a) Cover the <br />solid waste and continue extraction activities outside of the area or b) Remove and dispose of the <br />waste at an approved solid waste land fill site. <br />If water contamination is encountered and water tested at the sediment pond could discharge above <br />levels of contamination prescribed in the Combined Process Water and Storm Water Discharge Per- <br />mit as well as the Waste Management Contingency Plan, pumping from the pit will stop and treat- <br />ment options for the water will be discussed with input from the agencies listed above. <br />Gilsonite Pit 10/02 13 <br />
