overhead bins above the railroad tracks. As rail cars pass beneath, the coal
can be loaded at a rate of approximately 2,000 tons per hour.
SOCIOECONOMIC IMPACTS
Coal mining has been conducted in Routt County since hefore the turn of the
century. The mining industry has historically provided a reliable source of
revenue for the County government and mining companies have created numerous
employment opportunities for Routt County residents. The Fish Creek
Tipple/Loadout will indirectly benefit the economy of nearby communities and
generate additional revenue for the County and State coffers.
Since the Fish Creek Tipple/Loadout is located in a remote rural setting that
was previously disturbed by mining, the impacts on adjacent property owners and
the public will be minimal. The project will have little or no adverse effects
upon Routt County social and technical services, because the work farce may be
recruited from residents in neighboring communities. Twentymile Coal Company
has utilized state-of-the-art technology to prevent or mitigate the adverse
• impacts generally associated with mining.
The narrative presented in this permit application demonstrates the legal and
moral commitments that Twentymile Coal Company has made to the citizens of Routt
County and the State of Colorado. TCC will minimize environmental damage by
adhering to the mining and reclamation plan approved by the Colorado Mined Land
Reclamation Division.
DESCRIPTION OF ORGANIZATION OF PERMIT APPLICATION
TCC has carefully chosen the format for this application after consultation with
representatives of the Colorado Mined Land Reclamation Division. The
application is arranged to provide for easy reference to specific sections of
the regulations. Where applicable, cross references have been furnished to
avoid redundancy and facilitate review. Supplemental information not included
in the narrative of the application is set forth as Maps, Exhibits, Figures or
Tables. A comprehensive listing of all Maps, Exhibits, Figures and Tables
directly follows the Table of Contents to this application.
1
-2-
