_iii iiiiiiiiiiiii iii <br />999 <br />Doc Date:12111/2001 <br />• S~ INTRODUCTION <br />Twentymile Coal Company (TCC) hereby submits to the Colorado Mined Land <br />Reclamation Division (The Division) a permit application to conduct surface coal <br />mining operations, as defined in rule 1.04(132) of the Rules and Regulations of <br />the Colorado Mined Land Reclamation Board pursuant to the Colorado Surface <br />Mining Reclamation Act, Article 33 of Title 34, as amended, 1973 C.R.S. Section <br />34-33-101, et seq. <br />The surface mining and reclamation operations addressed herein are for the <br />improvement or use of existing roads, impoundments, storage areas, shipping <br />areas and other areas upon which are sited structures and facilities resulting <br />from or incident to the transportation and loadingout of coal at the Fish Creek <br />Tipple/Loadout (Formerly Energy No. 3 Tipple). <br />The existing operations at the Fish Creek Tipple/Loadout are covered by Colorado <br />Extraction and Development Permit Number 76-16 issued by the Colorado Mined Land <br />• Reclamation Division and amended in the Permit Application assigned File No. C- <br />036-81 <br />GEOGRAPHIC SETTING <br />The Fish Creek Tipple/Loadout is located approximately ten miles southwest of <br />Steamboat Springs, Colorado in the Twentymile Park area of Routt County. County <br />Roads 33 and 179 provide access to the area from Steamboat Springs. The <br />tipple/loadout is served by the Denver & Rio Grande Western Railroad. The <br />elevation of the area is approximately 6,600 feet above sea level. The area <br />drains to Fish Creek which is a tributary to Trout Creek and the Yampa River. <br />SIZE AND NATURE OF OPERATION <br />The Fish Creek Tipple/Loadout will crush, stockpile and loadout coal produced <br />from the Twentymile Coal Company Foidel Creek Mine, an underground mining <br />operation located approximately six miles southwest of the tipple/loadout area. <br />The Foidel Creek Mine operates under Permit No. C-056-82, assigned by the <br />Colorado Mined Land Reclamation Division. The tipple can crush approximately <br />. 500 tons of coal per hour. The crushed coal is then stockpiled and conveyed to <br />-1- <br />
