Section 780.21(6) Continued. <br />Monitoring data will be permanently recorded and filed. Reporting of <br />water quality leaving the mine plan area will be made on a quarterly <br />basis as required by Kerr Coal Company's NPDES Permits. Reporting of <br />all water quantity data to the regulatory authority will be on an <br />annual basis on or before January.3lst. <br />(c) The description shall include a determination of the probable <br />hydrologic consequences of the proposed surface mining activities, on the <br />proposed mine plan area and adjacent area, with respect to the hydrologic <br />regime and the quantity and quality of watering surface and ground water <br />systems under a1i seasonal conditions, including the contents of dissolved <br />and total suspended solids, total iron, pH, total manganese, and other <br />parameters required by the regulatory authority. <br />Probable consequences of mining on the hydrologic balance have been <br />evaluated based on data accumulated for the baseline monitoring <br />program presented and referenced under Sections 779.15 and 719.16, <br />and the proposed mining and reclamation plans submitted under <br />Sections 780.12, 780.14, 780.18, 780.23 and 780.25. The methods of <br />analysis included a determination of baseline levels of quantity and <br />quality of ground and surface water systems, seasonal variations in <br />baseline levels, the interaction of ground and surface water systems, <br />the possible mechanisms of impact due to mining, the effects of ~ <br />reclamation and time, and proposed mitigative measures. Finally, the <br />cumulative effects of mining and reclamation on the hydrologic <br />balance of the mine plan and adjacent areas were evaluated. <br />It should be noted that the following description of "probable <br />consequences" does not imply a determination of "adverse impacts." <br />Most of the effects discussed in this Section will be temporary, and <br />provisions are made in this application for protection and <br />780-110R Revised - January, 1991 <br />
