T'he <br />cost of any maintenance or effluent testing shall be incurred by the property owner. <br />~ All systems which contain an active component (i.e. electric powered aerator), and other <br />~ advance treatmem systems where pemtit conditions so stipulate, skull require mandatory <br />p lifetime inspection/maintenance proof of compliance at imervals set forth as a condition <br />of pernutting. <br />® x.14 /ntergovemmental Agreement <br />' Gilpin County is located in the headwaters of the Clear Creek, Ralston Creek, and South <br />r Boulder Creek Wazersheds, upstream of many other water users. Gilpin County is a parry to <br />~ an intergovemmental agreement with numerous entities in the Clear Creek Basin addressutg <br />a number of regulatory and water quality issues and is a member of the Upper Clear Cre<;k <br />~ Watershed Association. <br />The local board of health may determine to apply additional requirements in individual cases <br />or particular areas or subdivisions, including use of upgraded systems, to assure compliance <br />with or further the policies of intergovernmental agreements, local or downstream water <br />~ quality standards, anticipated water quality standards, or to prevent the need for imposition <br />_ of standards by state or federal authorities. The cumulative effects of systems in the <br />' subdivision or area, the proximity of streams and lakes, terrain, and geologic conditions mtry <br />~ also be among wnditions considered by the local board of health in determining the types of <br />~ systems or additional measwes required. <br />J By way of example, without limiting the local board of health's discretion, additional <br />~ requirements may include use of dosing systems, upgraded filter systems, central systems, <br />~ increased setbacks, and other means of improving system perfomtance or reducing reasonably <br />anticipated water quality effects. <br />i <br /> <br /> <br />r <br /> <br />23 <br /> <br />
