i <br />EXHIBIT C <br />Mining Plan <br />(a) Estimated commencement date will be June 2000 and is tentatively scheduled until 2020. <br />(b) The mining area is a dry creek bed, which will not require any topsoil replacement. The <br />sand and gravel extracted will be stockpiled out of the stream channel on the bank area. <br />The remaining mining area, which includes the stockpile area and haul road should not <br />require any topsoil replacement. If this area becomes compacted from heavy equipment <br />traffic it will be ripped, smoothed and reseeded. <br />(c) There will be no overburden removal or stockpiling. <br />(d) The thickness of the sand and gravel to be mined will be approximately six feet. <br />(e) Major components of the mining operation consists of mine pit and haul road. <br />(f) The disturbance to the land surface shall mainly consist of the sand/gravel stockpile, <br />located on the bank of the streambed. <br />(g) Dimensions of the proposed haul road will be 20 feet wide by 250 feet in length. The <br />haul road will be graded and graveled only if necessary. <br />(h) No water will be used in conjunction with mining operation. <br />(i) This mining operation should not affect the quantity or quality of the surface or <br />groundwater. The depth of the material extraction will be limited to approximately six <br />feet. By limiting extraction depth the channel banks will remain stable and channel width <br />should remain constant. By avoiding down cutting or bank erosion of the stream the <br />sediment load should be minimal, thus not affecting water quality. <br />(j) The Colorado Division of Water Resources is being notified of the proposed operation. <br />(k) No refuse and acid or toxic producing materials will be exposed during mining. <br />(I) Measures taken to minimize disturbance to [he hydrologic balance consists of the mining <br />operation to expose a minimal amount of surface area for mining at any given time. The <br />mining procedure will be a skimming of the top layer of the sand and gravel front the <br />streambed. No material will be taken from the banks of [he streambed. The disturbed <br />area of the streambed will be smoothed, thus allowing future flooding of the stream to <br />replenish itself. No vegetation will be reintroduced to the stream bed area. <br />(m) No material will be processed on site. <br />(n) Sand/gravel; Road maintenance. <br />(o) No incidental products to be mined or extracted by the proposed operation. <br />
