Our staff recommends that a modification to <br />the mining and reclamation plans be worked <br />out to allow lakes to form in stages 1 and 2 <br />at the end of mining in each stage (after <br />topsoiling and seeding). Then, stage 3 could <br />be mined last and the entire lake could be <br />joined at the end of mining. This would <br />allow final reclamation to be complete over <br />a large area of the site at a much earlier <br />time and could result in partial bond re- <br />lease for those areas that have achieved <br />final reclamation. <br />We had anticipated application for bond releases <br />as the stages of mining progressed. Our plan is, <br />as you have suggested. Stage 3, located between <br />stages 1 and 2 will be mined last. <br />5. Are the trees shown on the map (exhibit F) <br />on the northern and western perimeters of <br />the site to be undisturbed trees from before <br />mining, or are they to be planted during <br />reclamation? If they are to be planted, <br />details of species to be planted and planting <br />techniques and densities should be given. <br />Cottonwood trees now located in the 50' strip <br />North and West of the mine and the 100' strip South <br />and East of the mine are to be preserved. Tree <br />planting is not included in our Reclamation Plan. <br />6. How wide will the road at the northern edge <br />of the affected land be; will it connect <br />to the highway to the north of the site; <br />and what will be its surface composition? <br />Map F is somewhat confusing in this regard. <br />Any road constructed in this North 50' strip will be <br />to replace an existing access which will eventually <br />be mined out. Perhaps, rather than a roadway, a <br />better description for this access is farm equip- <br />ment pathway of minimum width. This area will not <br />be mined, but serve as a buffer between the pit and <br />the fenced farmland to the north.
