4. Our staff recommends that a modification to
the mining and reclamation plans be worked
out to allow lakes to form in stages 1 and 2
at the end of mining in each stage (after
topsoiling and seeding). Then, stage 3 could
be mined last and the entire lake could be
joined at the end of mining. This would
allow final reclamation to be complete over
a large area of the site at a much earlier
time and could result in partial bond re-
lease for those areas that have achieved
final reclamation.
We had anticipated application for bond releases
as the stages of mining progressed. Our plan is,
as you have suggested. Stage 3, located between
stages 1 and 2 will be mined last.
5. Are the trees shown on the map (exhibit F)
on the northern and western perimeters of
the site to be undisturbed trees from before
mining, or are they to be planted during
reclamation? If they are to be planted,
details of species to be planted and planting
techniques and densities should be given.
Cottonwood trees now located in the 50' strip
North and West of the mine and the 100' strip South
and East of the mine are to be preserved. Tree
planting is not included in our Reclamation Plan.
6. How wide will the road at the northern edge
of the affected land be; will it connect
to the highway to the north of the site;
and what will be its surface composition?
Map F is somewhat confusing in this regard.
Any road constructed in this North 50' strip will be
to replace an existing access which will eventually
be mined out. Perhaps, rather than a roadway, a
better description for this access is farm equip-
ment pathway of minimum width. This area will not
be mined, but serve as a buffer between the pit and
the fenced farmland to the north. Therefore, we
see no need to strip the area of its topsoil.
