M-87-113, Adequacy Response.
changing the sloping to 3h to lv we will be leaving a large
amount of material having a monetary value we would prefer
not to lose. Since it is our responsible for final reclamation
we choose to leave the slopes as designed, 2h to lv.
5. Church Ranch or the leaser will be responsible for reclamation
on the clay portion of the mine. It may not have been clear
the Church Ranch is not the operator but the mineral owners and
they will lease the mining right to a clay operator and a sand
and gravel operator. Reclamation liability will be assumed
by the respective operator. With Church Ranch being the permit
holder and their lease dictating which part of the reclamation
plan each operator is responsible for.
6. On page 13 we stated the topsoil stockpiles would be used as
site berms along the south and west sides of the operation
and that we would revegetate these berms using the approved
seed mixture. Please refer to that discussion; paragraph 3
for how we plan to handel revegetation of the berms/topsoil
stockpiles. In the event there are other topsoil stockpiles
we will use 1 lb of Western Wheatgrass per 100 Ft2 of stockpile.
7. This is acceptable but we would prefer of use a range rather
than a finite depth of topsoil since it is hard to spread
topsoil or growth medium at a uniform depth. We will commit
to 4 to 8 inches of topsoil with 6 inches being the average depth.
8. We have no problem with revising the seeding mixture to
include your recommendations. Below is the revised mixture.
Species Lbs PLS/Acre
Western Wheatgrass 6.00
Thickspike Wheatgrass 3.00
Little Bluestem 2.00
Green Needlegrass 2.00
Fringed Sage 0.10
Cicer Milkvetch 1.00
Mountain Mahogany 0.10
Total 14.20
