Attachment 12 <br />page 5 <br />• EXHIBIT 2 -IMPACT ANALYSIS <br />Overview <br />Colorado Revised Statutes (C.R.S. 34-32.5-100 et seq.) recognize that limestone <br />building materials are a valuable, important natural resource and use of the resource is <br />imperative, before other development of a site can be pursued. There had been some <br />stone removed years ago from this azea. We realized that there was enough stone to sell, <br />so am applying for a permit to start a business and provide material for the building and <br />landscaping industry in our market area. This material will primarily be used for building <br />home, retaining walls and landscaping for both private homes and businesses. Detailed <br />quarrying and reclamation plans are included in the copy of the Mined Land Reclamation <br />Board Reclamation Permit application that is part of this application, (EXHIBIT 4) <br />A vicinity map showing the location of the permit area in relation to surrounding <br />areas is included in this packet. Attachment 2 shows the pre-mining conditions (which <br />was probably mined in the 20 or 30's at the site and the location where quarrying will <br />start. The Map Exhibits in the Mined Land Reclamation Boazd pemut show detailed <br />information of how the mining area will be developed in the first stage of quarrying. Note <br />that the site will be graded for use as pasture when quarrying ends. These maps were <br />prepazed in accordance with County guidelines and contain the necessary details outlined <br />in Section 3.06.01,2. <br />We expect quarrying to commence in the Buffalo Stone Quarry in the fall of 2007 <br />• after all permits are obtained and continue for 15 to 20 years depending on the economic <br />conditions of the market area and the actual volume of reserves present. During this time <br />the activities on the site may include but aze not limited to open pit mining, processing, <br />stockpiling and sales of finished product. We expect to use typical quarrying equipment <br />to complete the project which includes but is not limited to, front-end loaders, backhoes, <br />skid loader, and trucks.. <br />Processing will take place on this site with a rock chopper. The material produced will <br />not be washed so little or no water will be used during processing. Water if we need it <br />for dust control will come from water hauled to the site. <br />Reclamation wiil run concurrent with quarrying. This means that once we have a <br />lazge enough area open for quarrying, we will begin to reclaim the site. This will be in <br />compliance with Colorado Mined Land Reclamation Board (M.L.R.B.) regulations, since <br />this is the same plan used in our M.L.R.B. pemrit. The permit to be submitted to the <br />M.L.R.B. addresses ail mining and reclamation for the operation. It assures that once <br />quarrying ends the site will be returned to at least its existing condition. The site will be <br />reclaimed back to its present use of rangeland. Reclamation of the site will be finished <br />within 5 years of mining being completed as required in the M.L.R.B. rules and <br />regulations. <br />• <br />
