Attachment 12
page 2

Buffalo STONE LLP
LETTER OF INTENT
June 17, 21107
Page 2
03 Land Use:
The current use of the site is dryland pasture and rangeland. The proposed quarry area is
part of a larger parcel that is zoned agricultural and has historically been used as cattle
pasture for a working ranch. The quarrying will start in the north comer of the parcel that lay
approximately 0.3 of a mile east of County Road 223.
The quarry is located approximately 15 miles northeast of Kim. This parcel of land
contains layers of limestone rock that has commercial value. The property supports typical
rangeland vegetation. There is some 4-wing salt brush and winter fat on the quarry.
Quarrying will start in the north corner and work in an south westly direction of the property
at about 5150 feet, mean sea level elevation. This quarry has layers of limestone rock that is
approximately 15 feet deep with soil overlying it from 0 feet to 14 feet in depth. Surrounding
properties are used primarily fot agricultural purposes. We will put a sump in on the west
side approximate 364 feet from the north comer, as there is a natural low spot there which
will catch any runoff from the quarry.
04 Proposed Use:
• This request is for a Conditional Use Permit to construct a Rock Quarry and operate a
rock chopper on the 9.6 acre parcel of land owned by the Yocam's located northeast of Kim
and north on CR 223. Quarrying, material processing and hauling will be necessary to bring
about the proposed use. This is a long term supply of material that will supply building stone
for homes and businesses and for landscaping. Quarrying will begin in the North corner of
the parcel in the area -abeled Buffalo Stone Quarry. These 9.6 acres will be permitted with
the Colorado Division of Reclamation, Mining and Safety (DBMS).
A copy of the application to the DRMG is included as part of this application, (See
EXHIBIT 4).
05 Impacts:
The Buffalo Stone Quarry wilt have both positive and negative impacts. The impact
analysis is addressed in Exhibit 2. The positive impacts we anticipate are jobs; building
materials for buildings, landscaping, and public projects; a long term supply of rock; a local
supply of material; a higher per acre tax for the property; and a larger personal property tax.
The negative impacts such as dust and water discharge will be controlled. Some dust is
anticipated from the initial removal of the soil covering the limestone. This soil will be
removed, stockpiled for later use in reclamation, and vegetated to control erosion. After the
initial soil removal, the limestone rock will become the working area, and minimal dust is
