-3-
6. I explained the proposed mining phases in relation to the 110 in
my comments under Exhibit C.
7. Since your on-site inspection, the existing topsoil stockpiles
have been dressed up and will be seeded this spring. In the future,
topsoil stockpiles will be carefully dressed up, identified with a
sign and seeded as agreed to earlier.
Exhibit E - Reclamation Plan
1. Valco will commit a minimum of 40,000 cy of overburden to create a
more sinuous shoreline. If overburden should be greater than anticipated,
this amount would be increased.
2. Valco does affirm that the trees within the undisturbed setback from
the river will remain undisturbed.
3. Trees and shrubs have not been considered for planting along the
west and north perimeters. Negotiations for purchase of the land on the
west boundary are nearing completion. When this permit area is mined
out, the permit would be amended to include the land purchased to the
west, and mining will proceed in that direction. The north pit area
will be used for access to the pond, Past experience indicates that
this area will naturally revegetate with some tree growth.
Exhibit F Reclamation Plan Map
1. As mentioned at the beginning of this letter, the areas you mentioned
are being added to the permit area. The map will be amended to reflect
these additions.
2. The 50' setback on the map is the setback from fences and boundaries
on the west, north, and east. The 100' setback from the Arkansas River
on the south will be maintained.
Exhibit G - Water Information
1. Diversion Arroyo
a. The design capacity of the Booth Canal was 30 cfs. As you
suggest, reconstruction with possible deepening and/or widening will be
done before the arroyo is diverted. As shown in the Mining Plan b Time-
table Map, this change will not be made until approximately the year
2,000. This arroyo is a minor drainage and I would estimate maximum
flows in the 15-20 cfs range. The 2.71A added to the permit area in
this section provides enough space to change the two bends from 90
degrees to the 45 to 60 degree range. Riprap will be installed at the
two bends to prevent erosion or breakthrough.
