. _:
Mr. Jack L. Hawkins
This mixture
species that
presently fo
sweetclover)
this mixture
-3- January 27, 1984
or one similar to it, exploits the value of using
provide quick cover, are native to the area, are
end on the site, and (tn the case of Yellow
help with long-term soil fertility. Please commit to
or propose-one similar to it.
b. In order to revegetate a site such as this (having little topsoil
and limited moisture), several treatments must be done 1n addition
to simply broadcasting the seed. First, the seed must be raked in
or the seedbed dragged to cover the seeds after broadcasting.
Second, fertilization and weed control (as per the suggestion by
the S.C.S.) should be done. Third, I disagree that mulching is
unnecessary on this site. I suggest a rate of 2 tons of hay or
straw per acre that is somehow anchored (for example, by crimping)
to the seedbed. Finally, it may be necessary to rip the gravelly
seedbed to some depth before seeding to ensure root penetration.
(In this regard, I presume that you do not plan to mine all the way
down to shale.) I make these suggestions to help you have a better
chance of actually getting a cover of vegetation that will allow
our Board to release your bond after mining on the site is
complete. You may wish to consult further with the S.C.S. on my
suggestions (especially as concerns not mining too close to shale),
or on possible further soli treatments such as the incorporation of
manure.
Exhibit H
1. Given the acreage Involved and the fairly intense measures that may be l,l~x//.
necessary to achieve successful reclamation, without a detailed cost ~.,,..,.!
calculation that takes all necessary activities into account, I cannot
be sure that your suggestion of 53,000.00 for reclaiming the entire
permit area will be adequate (given the fact that the State would, 1n a
worst-case situation, need to use the warranty monies to reclaim the
site). Therefore, unless you can show me your detailed cost
calculations, I will plan to recommend a financial warranty amount of
55,000.00 for this operation to our Board.
A memorandum from Ms. Virginia C. Egger notes that Delta County has no land
use regulations, and thus, 1n that regard your proposed pit is 1n compliance. ~y /~
However, she mentions that a road access permit is needed from Delta County,.
Mhat is the status of that permit?
Please respond to this letter at your earliest convenience (but no later than
(February 17, 1984) such that this application will be ready for the scheduled
Board meeting. If you have any questions, please call me.
Sincerely,
~S-~.
Mark S. Loye
Senior Reclamation Specialist
MSL/eap
Enclosures
Doc. No. 9037
