Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division has reviewed your 112 permit application and has the following comments. <br />I) Exhibits "A", "B" &"C" Adequate. <br />II) Exhibit "D" Mining Plan <br />A) Is the Special use permit Boundary delineated in all the maps submitted with the <br />application the same as the permit boundary to the DRMS PERMIT? If not please <br />explain the discrepancy? <br />B) The total phased acres add up to 164 acres. The permit application is for 180 <br />acres. With the exception of a small area between area #2 and area # 10, all <br />areas delineated in blue as SUP areas are included. Please show the fourteen or <br />so acres that will either be used for staging, stockpiling etc, which will be <br />moderately disturbed with in the permit area for a total of 180 acres. <br />C) Under the Exhibit, you stated that "due to life of this mine, other types of <br />equipment not yet economical for gravel maybe employed in the future". Prior to <br />implementing other equipments such as conveyer systems that could up to the cost <br />of reclamation; the operator has to get written approval from DRMS. <br />D) Under 6.4.4 (a) you stated that "all earth moving, crappera, excavators, <br />draglines etc, etc will be utilized or could be utilized in extracting the <br />commodity from site". Unless the operator plans to mine below the water table, <br />the utilizing of drag lines for small operators are highly unlikely. Depth of <br />mining will not exceeded 18 feet, which is well above the ground water table in <br />the area. Are there future plane to mine below after table? Please explain. <br />E) Under the mining plan you stated that "Sulk storage fuel and small amount of <br />lubricants; will be stored on site in an earthen berm with an approved liner <br />around and below the storage containers. The earthen structure will have a <br />capacity of at least 1108. Please provide the details and location of these <br />storage areas in a simple sketch, where they will be placed in relation to the <br />phased areas. <br />III} Exhibit `•E" Reclamation plan <br />A) It is the understanding of the Division from the application that the maximum <br />area to be affected at any given time will not exceed 20 acres. This includes <br />mining and storage areas. Pit slopes will be reclaimed to a 3:1 slope or <br />gentler, apply 6 inches of top soil (average thickness) through out the affected <br />area. Post mining land use is going to be range land. Noxious weed control in <br />place. Not much noxious weed noted during the site inspection on 2/28/07 <br />IV) Exhibit "G" Water Information. <br />A) It is the understanding of the Division based on the application that this <br />operation will not intercept ground water.
