The certified blaster in charge of the blasting operation will physically barricade or block all access <br />roads into the blasting area, check the entire blast area for unauthorized persons or livestock, <br />then give instructions to sound the warning signal of an impending blast. After the shot has been <br />fired, the all-clear signal will be given upon instructions from the blaster after the blast site has <br />been inspected for any potential hazards. <br />All drilling, loading, and blasting of drill holes will be performed in accordance with the Colorado <br />State Coal Mining Laws (Article 10, Section 2 and Article 11, Sections 1-12), Mine Safety and <br />Health Act (30 CFR 77.1300-77.1304), Federal Bureau of Alcohol, Tobacco and Firearms (ATF), <br />Internal Revenue Service (Title 26, Part 181, Commerce in Explosives), and Western Fuels- <br />Colorado safety rules and regulations. <br />Blasting Limitations <br />Air-blast. Electric blasting caps, noiseless NONEL detonating equipment, and various delay <br />systems will be utilized to reduce airblast effects and noise. Airblast will not exceed the limits in <br />• Table 2.05.3(6)(a)-1 at the location of any dwelling, public building, school, church, or community <br />or institutional building outside the permit area except at such structures owned by WFC. <br />Ground Vibration. WFC conducted test blasting at the New Horizon in order to obtain site <br />specific data for various delay intervals with production type explosive weights. The blasting plan <br />was then designed in order to limit the ground vibration to a level safe enough not to damage <br />neighboring structures. For further discussion, see Blast Designs subsection. Table 2.05.3(6)(a)- <br />1 has the limits of ground vibration. <br />Flv-Rock. Stemming is loaded into blast-holes prior to detonation to substantially reduce the <br />occurrence of fly rock. The depth of stemming will be designed such that the fly rock, which may <br />result from blasting operations, shall not be cast from the blasting site more than one-half the <br />distance to the nearest dwelling or other occupied structure, and in no case beyond the area of <br />control or beyond the line of property owned or leased by WFC. <br />Blasting Schedule <br />• (Revised 12-07-99) 2.05.3(5)(a) 7 <br />
