L J <br />SECTION 2.05.6(1) <br />AIR POLLU11ON CONTROL PLAN <br />⢠<br />i⢠<br />Air Pdlution Contrd Plan <br />WFC will employ numerous dust control measures at the New Horizon Mine. Control measures <br />are performed entirely of WFC's own accord and will continue throughout the life of the permit. <br />Coal produced at the New Horizon Mine v~ill be loaded into 25-ton capacity haul trucks and <br />transported directly to the Nucla Generating Station. No coal crushing, handling or storage <br />facilities are used at the New Horizon Mine for the Nucla Generating Station coal. <br />Haul roads and equipment access roads will be watered to control dust emissions. If necessary, <br />chemical treaments may be applied. Further, haul truck speeds on the unpaved haul road are <br />quite low. Speeds of loaded and unloaded trucks average approximately 30 miles per hour. <br />The haul roads are regularly graded in order to provide a surface free of loose material and <br />potholes. All of the above control measures effectively reduce the dust emission from haul roads <br />to minimal rates. <br />Areas that have been mined will be graded, topsoiled and revegetated. For further information <br />on reclamation, the reader is referred to the reclamation section of this application. The practice <br />of prompt revegetation effectively reduces the emission of dust due to wind erosion to minimal <br />rates. This condition is maintained by restricting all but essential vehicular traffic to the haul road <br />and access roads. <br />The New Horizon Mine will use sequential detonation of charges during blasting of coal and <br />overburden. Some authorities maintain that this practice reduces the emission of fugitive dust <br />(Colorado Air Pollution Control Regulation #1-II (D)(g)(b)(2)). Data to substantiate this assertion <br />cannot be found and no estimate of its effectiveness is known. However, the use of sequential <br />blasting vall continue throughout the projected life of the New Horizon Mine. <br />(Revised 321-ss) 2.05.6(1) - 1 <br />
