2-33
violation of applicable water quality standards. The light use road is not located in any
intermittent or perennial streams or wet areas.
Light use roads will be located to minimize downstream flooding. Run-off from
portions of the light use roads must flow through vegetation before its reaches the
nearby ephemeral channel or leaves the permit area so there is some filtering of run-
off.
The light use road is approximately 8,300 feet long, 8 to 12 feet wide, with an
average grade of 3%. Pitch grades are not steeper than 20% for any consecutive
1,000 feet. There are no grades that exceed 20%. Side cast construction will be used.
Compaction on embankments will be provided by the construction equipment and
performed only to the extent necessary to control erosion and maintain the road.
Topsoil will be removed and set aside for final reclamation use in any locations where
excavation would require replacement of material and redistribution of topsoil for
proper revegetation. Vegetation will not be cleared for more than the width necessary.
Approximately 4,600 feet of the light use road will be constructed in the bottom of
the ephemeral channel. There is no other location feasible to construct the road. The
ephemeral channel is the most stable location to minimize erosion. Any attempt to
construct the road above the ephemeral channel would cause side cast material to flow
into the channel. By shaping the bottom of the ephemeral channel, moving boulders,
etc., erosion may be reduced during high flow events since the flow along the channel
will not be as turbulent.
No surfacing will be utilized for the light use roads. The light use road will be
maintained adequate for its intended use and watered as necessary to control dust. A
light use road damaged by a catastrophic event will be repaired as soon as is
practicable after the damage has occurred.
The light use road will be completely removed and the land affected will be
regraded to approximate original contour, revegetated and mulched.
i•
M`Clane Volume 1 11/05
