-~- <br />~. ~um~ar <br />The Review Process, Description of the Environment <br />and <br />Description of the Operations and Reclamation Plan <br />The Review Process <br />The Dorchester No. 1 Mine is an existing underground coal mine which is owned <br />and operated by Dorchester Coal Company. The mine is located in Fremont <br />County, Colorado in parts of Sections 25 and 26, 7205, R70W, and parts of <br />Sections 19 and 30, T20S, R69N. The coal load-out is an existing underground <br />coal mine which is owned and operated by Dorchester Coal Company. The mine is <br />located in Fremont County, Colorado in parts of Sections 25 and 26, T205, <br />R7011, and parts of Sections 19 and 30, T20S, R69Y. The coal load-out <br />acilities are located directly west of the town of Florence on County Road <br />Number 19. <br />The application was found to be complete and the company was so notified by a <br />letter of February 18, 1981. The initial public notice was published in the <br />Canon City Record on February 25, 1981. Review of the application revealed <br />concerns which were detailed in the Preliminary Adequacy Review letter of <br />April 20, 1981. Dorchester Coai Company responded to these concerns on <br />• October 30, 1981 by supplying revised pages to the application. Further <br />review of the permit application identified additional areas of concern and an <br />adequacy letter was forwarded to Dorchester Coal Company on June 21, 1982. <br />The applicant responded to immediate concerns regarding the waste pile in June <br />1982 and the sediment control system in September 1982. Both plans were <br />approved as technical revisions to the existing permit to speed implementation <br />of the changes. The responses to all the remaining concerns of the second <br />adequacy review were received by the Division in May 1984. The Division is <br />issuing a proposed decision to approve the application with conditions. <br />Notice of this proposed decision will be published in a newspaper in the <br />location of the mining operations. Any person who may be adversely affected <br />by this decision 1s afforded the opportunity to request a formal hearing. If <br />no requests are received within thirty (30) days, the proposed decision <br />becomes final. <br />Description of the Existing Environment <br />' The Dorchester No. 1 Mine is located approximately 8 miles south of Florence, <br />Colorado in Fremont County. The mine can be reached by driving south from <br />Florence via Colorado Route 67 to Fremont County Route 15, then continuing on <br />Route l5 for 4 miles to the mine entrance. The load-out is located 1 1/2 <br />mines northwest of the town of Florence along Fremont County Road 79. <br />Following is a brief description of the environment and of the operations and <br />rec]amation parts. More detailed information pertaining to a specific <br />• discipline, such as ground water hydrology, is found in this findings document <br />within the specific discipline subsections. <br />
