This response is designed to replace the portions of the permit <br />found in Sections 4.15.7 and 4.15.8. Additionally, as requested by the <br />December 24, 1984 MLRB correspondence from Ms. Susan Mowry, clarification is <br />being provided for Perma's previous responses to Stipulations ~6 and >u9 of the <br />• CCMC permit. Where differences arise between this and Section 2.04.10 of the <br />permit or other permit sections pertaining to vegetation success, this current <br />most response will be in affect. <br />Stipulation #8 <br />The permittee shall provide the Division xith a complete discussion of <br />criteria and methods for revegetation success monitoring consistent with Rules <br />4.15.7 and 4.15.8 within 9 months of permit issuance. This discussion shall <br />address cover and productivity, and woody plant density. <br />During years 9 and 10 of the 10-year extended liability period following <br />the last year of revegetation work, defined in Section 4.15.7(5) of the MLRB <br />coal regulations, success of revegetation will be determined by measuring <br />cover, herbaceous productivity, woody plant density, and species diversity. <br />The premining vegetation types include grassland and pinyon-juniper <br />communities. Small inclusions of areas disturbed by prelaw underground mining <br />operations also exist. Vegetation following reclamation will be a rangeland <br />habitat. This means that species seeded will be suited primarily to grazing <br />by domestic livestock. Success will be based upon the vegetation reference <br />areas related proportionately to the percent grassland and pinyon-juniper <br />• <br /> <br />
