Savage ~ 4VA~~~
RE: Revegetation Success Criteria for the Colorado Coal Mine No. 1
(C-024-81)
In response to the discussions we had with Perma Resources and Mr. Bill White
on January 7, 1985, I have reviewed the proposed revegetation success criteria
for previously disturbed areas, woody plant density, and species diversity for
the Colorado Coal f9ine No. 1. I have the following suggestions which should
answer the questions and concerns regarding these criteria.
For previously disturbed areas which have been delineated on Map. No. 3 by
CCMC; the permittee should be required to restore a vegetative cover of 30%,
• in accordance with Rule 4.15.10. This standard is based upon actual baseline
data collected from the grassland vegetation type, in poor range condition,
and from range site descriptions provided by the SCS. The SCS range site
descriptions cite an optimal cover of 35% and the baseline information
collected for Perma Resources indicates, even in poor range condition, that
cover is in the vicinity of 26%. Therefore, given the knowledge that many of
these areas have little or not topsoil, a standard of 30% is not unreasonable.
CCMC has proposed a woody plant density of 333 stems per acre for the area
which has a post-mining land use of pasture. This standard should be
acceptable to the Division.
With regard to species diversity, I have evaluated the baseline data for the
grassland community (which is in poor range condition) and the appropriate
range site descriptions from the SCS. The permittee should commit to, at a
minimum, the achievement of the following diversity standard or equivalent.
The permittee should establish a minimum of four species of warm season
grasses, two species of leguminous fortis, and two species of woody plants, no
single species comprising more than 40% relative cover nor less than 3%
relative cover on the revegetated surface. This should establish a
satisfactory diversity for the grassland areas at the Colorado Coal Mine No. 1.
/md
• Doc.
