<br />EXHII;IT C <br />MINING PLAN <br /> <br />Rio Blanco County Road and Bridge intend to pursue this proposed gravel pit as a <br />periodic aggregate source for projects in the Rangely area. <br />Access to the site is from that point adjoining Rio Blanco County Road no. 25. <br />Mining operations (crushers, conveyors, dozers and scrapers) will be located in the <br />Northeast portion of the gravel pit. Trees on site will be harvested and stumps to be <br />stockpiled in the Southwestern portion of the site for utilization in final reclamation. The <br />topsoil will be stripped and stockpiled in the Southeasterly azea of the mine site. This <br />stockpile will accumulate over the life of the pit, but will be re-vegetated within a 90 day <br />time frame. Only the immediate area of disturbance will be striped of topsoil to cut down <br />on the amount of stockpile. This topsoil stockpile shall have a maximum of 3:1 side <br />slope and be revegatated with the attached recommended BLM mixture for stabilization. <br />The gravel will be pushed generally from Southwesterly to northeasterly to the mining <br />operations site. All mining and processing operation will be designed to manage storm <br />water runoff, so that no sediments flow to existing drainage. Exposed areas will have <br />small swales constructed along contour lines spaced at convenient intervals to control <br />erosion. At the base of the mining operation an additional Swale will be constructed as a <br />safety measure to control runoffwithin that particular area. Noxious weeds will be <br />controlled on all disturbed areas by approved mechanical method or an Environment <br />Protection Agency (EPA) registered herbicide as approved by the Bureau of Land <br />Management. <br />The gravel bed lies under about 12 inches of topsoil. The gravel itself is approximately <br />40 feet thick. There will be a maximum of 20,000 tons of gravel removed a year. <br />Finished products will be stockpiled on site. <br />A. The estimated date that mining will commence is March 2000. Mining is <br />estimated to continue for approximately ten years. <br />B. The estimated depth of topsoil is 12 inches (see EXHIBIT E -map, for stockpile <br />location) <br />C. The estimated depth of overburden is 0 feet <br />D. The thickness of the gravel deposit to be mined is approximately 40 feet. <br />E. The mining operation facilities will be located in the Northeasterly area of the site <br />(see EXHIBIT C -map, for the operations location) <br />
