Such an inventory is <br />necessary to complete our review. <br />4) Exhibit E & X, Reclamation Plan and Costs <br />The "plan" you have proposed does not provide for any smooth <br />grading, topsoil replacement or revegetation; it is unclear what <br />measures you propose to take to rehabilitate the affected land and <br />to facilitate its beneficial use by others. What period of time <br />do you expect would be required to enable the river to fill in your <br />21 foot deep excavation? Does your "plan" result in the creation <br />of a lake? How large? You are advised to consult Section 116 of <br />the Mined Land Reclamation Act and Rule 6 of the Rules and Regulations <br />of the Colorado Mined Land Reclamation Board for the reclamation <br />performance standards. The Act requires that permitted operators <br />provide a performance and financial warranty to the Board; the amount <br />of the financial warranty will be fixed at $5000.00 unless a detailed <br />cost estimat~_* the "worst-case" reclamation scenario is included <br />in the application. <br />I realize that there isn't much time before the February 25, 1982 Board meeting <br />and it may be difficult for you to collect, organize, and present all the <br />information needed to complete your permit application. Should it become <br />necessary, the review period prior to Board presentation can be continued, but <br />only at your request. <br />By far, the most significant concern is the hydrologic balance issue and <br />the precautions you propose whereby you will minimize your mining impact. <br />If Z can clarify any of the questions I have raised, please feel free to contact <br />me.
