~J <br />• <br />BACKGROUND <br />In conjunction with ongoing underground coal mining operations, Oxbow Mining LLC <br />(OMLLC) generates limited quantities of coal refuse and non-coal processing waste <br />material. In order to address current and future operational requirements for disposal of <br />coal refuse and non-coal processing waste material in a safe and environmentally <br />compatible manner, OMLLC needs to permit and develop a new coal refuse disposal <br />facility. OMLLC has completed designs for the new coal refuse facility, designated as <br />the II West Coal Refuse Facility, located in the second ephemeral drainage to the west of <br />the existing West Valley Coal Refuse Facility, as shown on the Genera] Facilities Map, <br />(Map 2.05-M1 (Sheet 5 of 5)). The proposed coal refuse disposal facility will be <br />designed, operated, and reclaimed in essentially the same manner as the present West <br />Valley Coal Refuse Facility. <br />In order to access the new coal refuse facility and associated ancillary structures for <br />construction, operation, inspection, and reclamation, two roads; the II West Haul Road <br />and the Sedimentation Pond ELight-Use road will be constructed. In addition to <br />construction use, the II West Haul Road will be used primarily for haulage of coal refuse <br />to the II West Coa] Refuse Facility and for subsequent maintenance, inspection, and <br />reclamation operations. The Sedimentation Pond ELight-Use Road will be used for <br />construction access to both the sedimentation pond area and the lower end of the coal <br />refuse facility. Once initial construction is completed, this road will be used on a very <br />limited basis for inspection, maintenance, monitoring, and reclamation of the <br />sedimentation pond. The required roads have been designed in full compliance with <br />applicable provisions of the haul and light-use road performance standazds under Rules <br />4.03.] and 4.03.3. This design report addresses design and construction of the required <br />haul road consistent with the applicable regulatory provisions and accepted engineering <br />design practices. <br />ROAD DESIGN <br />All roads are designed, constructed, and maintained to prevent or control erosion and <br />siltation, pollution of air or water, and damage to public or private property. Road <br />locations, alignments, and designs aze based on specific topographic constraints, the <br />anticipated volume and nature of traffic, and the weight and speed of the vehicles that <br />will utilize the road(s). Road design considerations include location on ridges or the most <br />stable available slopes, avoidance of stream channel alignments, avoidance of damage to <br />fish, wildlife, and related environmental values, and prevention of additional <br />contributions of suspended solids to runoff and streamflows. <br />The following are basic road design specifications for the proposed haul road: <br />Road Av.
