EXHIBIT C <br />MINING PLAN <br />Rio Blanco County Road and Bridge intend to pursue this proposed gravel pit as a <br />periodic aggregate source for projects in the Rangely azea. <br />Access to the site is from nearby Rio Blanco County Road No. 2 <br />Mining will commence in the Northern section of the pit. The mining will progress <br />Southerly. The topsoil and overburden will be stripped and stockpile in the Southern azea <br />of the mine site. These stockpiles will accumulate over afive-year period, but will be re- <br />vegetated within a 90 day time frame. All mining operations (crushers, conveyors, <br />dozers and scrapers) will initially be stationed in the aforementioned Northern area. All <br />mining and processing operation will be designed to manage storm water runoff, so that <br />no sediments flow to existing drainage. <br />The gravel bed lies under about 6 inches of topsoil. The gravel itself is approximately 20 <br />feet thick. There will be a maximum of 20,000 tons of gravel removed a yeaz. Finished <br />products will be stockpiled on site. <br />A. The estimated date that mining will commence is July 2004. Mining is estimated <br />to continue for approximately ten yeazs. <br />B. The estimated depth of topsoil is 6 inches (see EXHIBIT E -map, for stockpile <br />location) <br />C. The estimated depth of overburden is 4 feet <br />D. The thickness of the gravel deposit to be mined is approximately 20 feet. <br />E. The mining operation facilities will be located in the Northern azea ofthe site (see <br />EXHIBIT C -map, for the operations location) <br />F. The disturbance azea and stockpiles are shown on EXHIBIT E <br />G. The mining operation will use an old existing access road connecting to County <br />Road No. 2. The access road will be improved to accommodate the mining <br />operation. <br />x. Daily consumption is estimated at 1500 gallons of water or approximately % load <br />of water in a typical water truck. Water will be delivered to the site in a Rio <br />Blanco County water truck. <br />
