MONTGOMERY LITTLE YOUNG CAMPBELL & McGREW <br />• PRO FESSIONAL CORPoRATION <br />August 23, 1983 <br />Page Two <br />product and therefore there must be some concern as to <br />whether this material may be redeposited or redistributed on <br />the applicant's property with any attendant concern for the <br />ecology of the area and the interests of neighboring land <br />owners. <br />The exposed surfaces of the dump site have extremely /7•'~ <br />steep grades, some as much as 80~. There should be some <br />concern with respect to the affect of change to any of the <br />run-off and drainage characteristics of the area resulting <br />from any change to the dump site itself. Conceivably drastic <br />results could affect neighboring land owners and downstream <br />water users as a result of changes in drainage patterns or <br />resulting erosion of surface characteristics. <br />There should be concern that any operation in the type <br />of mountainous area which the applicant poses to work will <br />have definite affects on water quality and in existing water <br />courses and could affect potential well and water sources <br />for neighboring land owners. The water diversion ditches <br />which are proposed by the applicant do not suggest the <br />consequences of such diversions and the extent of them. it <br />is suggested that serious concern should be extended to any <br />diversion or the construction of any water courses or <br />ditches by the applicant. <br />Boulder County has a history of incidents involving <br />settling ponds. Many of the natural water courses and <br />indeed some roadways and properties have been greatly <br />disturbed and permanently injured by the collapse or breakaway <br />of settling ponds. It is respectfully suggested that the <br />applicant's submittals do not adequately address the design, <br />safety factors and other considerations which must be given <br />to the construction of a settling pond or ponds. More <br />information should be obtained concerning prevention of <br />washouts, the safety factors for resistance to effects of <br />the elements and other design criteria to assure the safety <br />of public facilities and water courses of neighboring land <br />owners and the public in general. <br />
