If blowdown water will be present in the asphalt plant, will <br />it flow into a pit? If so, please commit to lining that pit. <br />5. Please commit to lining all fuel tank and waste oil tank <br />enclosures and describe the type of liner. <br />6. Please provide the map referenced in the draft well mitigation <br />plan for Phases 2 and 3 which shows the monitoring well <br />locations. Pursuant to C.R.S. 34-32-116(7)(g), the Division <br />is concerned that disturbances to the hydrologic balance and <br />to the quality and quantity of groundwater be minimized during <br />and after the mining operation. <br />Please discuss the anticipated effects of the slurry wall on <br />nearby property, specifically that which lies within the down <br />gradient shadow, or lowered alluvial aquifer, and property <br />potentially affected by an upgradient groundwater bulge in the <br />alluvial aquifer. The operator will either need to <br />demonstrate that the slurry wall will not significantly impact <br />down gradient and up gradient property and structures or <br />provide a mitigation plan. <br />7. Since no notarized agreement or engineering evaluations have <br />been provided in the application pursuant to Rule 6.4.19, the <br />limit of mining must be kept 200 feet from all permanent man- <br />made structures. Please revise the mine plan map to reflect <br />the 200 foot limit. The operator must also commit to marking <br />the limit in the field to ensure that no mining will occur <br />outside this limit. If any agreements are submitted to the <br />Division, the mining limits will be modified to conform with <br />the agreements. <br />Rule 1.8.1 states that changes and additions to the permit <br />application must be filed with the Division and with the County <br />Clerk and Recorder. For the response dated December 29, 1997 and <br />the response to this letter, please provide a copy of an affidavit <br />or receipt demonstrating that the change or addition was filed with <br />
