ERHIBIT E - RECLAMATION PLAN The purpose of the Raftopoulos Pit No 1 is to produce a source of road construction materials for Moffat County's road system in the northern portion of the county. The Moffat County Road Department (operator) will mine and store road base materials until they are used. Whenever it is practical the operator will grade the mined- out portions of the excavation area as soon as it is possible. But the final grading and the application of topsoil, generally, will not be undertaken until the whole pit is ready for reclamation. Moffat County will stabilize the topsoil stockpiles, and reclaim the affected area with the standard seed-mix formula in Exhibit E-1 attached to this plan. SPECIFIC RECLAMATION INFORMAT 1. There will be no overburden stockpiles at this mine; 2. The maximum gradient of reclaimed slopes will be 4:1 (Horizontal to Vertical); 3. The future use of the affected area will be rangeland; 4. The Operator will replace 8" to 12" of topsoil on the graded slopes and will apply the approved seed-mix formula as specified in Exhibit E-1; 5. The topsoil will be disced to bind it to the sub-soil and it will either be drilled ~" to 1" deep in the prepared seedbed, or, the seed will be broadcast at the rates specified in Exhibit E-1; 6. If broadcast the seed shall be raked or harrowed after application; 7. Mulch and fertilizer will not be effective in this soils type, therefore, it will not be used; 8. Moffat County and the Division of Minerals and Geology have adopted a seed-mix formula for all of the County Road Department's gravel pits. (see Exhibit E-1) This formula was adopted from recommendations by the Soil Conservation Service, HLM Range specialists, County Extension Agent, Division of Minerals reclamation Specialist, Gregg Squire, and Moffat County's own experienced personnel; EXHIBIT E s~
