Access Roads <br />General Requirements <br />H GTI will ensure that the construction, maintenance and postmining conditions of access <br />roads into and across the site of operations will control or prevent erosion and <br />siltation, pollution of water, or damage to public or private property. <br />To the extent possible, using the best technology currently available, access roads will <br />not cause damage to fish, wildlife, and related environmental values and will not cause <br />additional contribution to suspended solids to streamf low or to runoff outside the permit <br />area. Any such contributions will not be in excess of limitations of State or Federal <br />law. <br />The design of access roads will incorporate consideration of the needs of the specific <br />uses of the road. To the extent that the anticipated volume of traffic or weight or speed <br />of vehicles to be used requires higher standards than those set forth in 4.03.2, such <br />higher standards will be incorporated in the design construction or reconstruction and <br />maintenance of access roads. <br />Access roads will be designed and constructed in accordance with 4.03.2 except where <br />alternative specifications ere used. Alternative design criteria and specifications may <br />be utilized after approval by the Division upon a thorough analytical demonstration by a <br />qualified professional engineer that such alternatives will be as environmentally sound os <br />that resulting from access roads complying with the requirements of 4.03.2 and meet such <br />other criteria es are necessary to achieve reclamation in accordance with the requirements <br />of the Rules, taking into consideration the physical, climatological, and other <br />characteristics of the site. <br />All access roads will be removed and the lend affected reclaimed in accordance with the <br />requirements of 4.03.2(7) unless retention of the road is approved as part of the approved <br />postmining land use and complies with ell applicable performance standards, end the <br />landowner requests to the division in writing, that the road or certain parts thereof are <br />to be left open for further use. <br />Location <br />Access roads will be located on ridges or on the most stable available slopes to minimize <br />8 <br />
