Culverts may be designed to carry less than the peak runoff from a 10-year, 24-hour <br />precipitation event if the ditch will not overtop and will remain stable. Culverts will <br />be designed to promote conveyance of design flow. The inlet end will be protected by a <br />~~ rock headwall or other material as adequate protection against erosion of the headwall if <br />required by the Division. <br />Surfacing <br />Haul roads will be surfaced with rock, crushed gravel, asphalt, or other material <br />approved by the Division as sufficiently durable for the anticipated volume of traffic and <br />weight and speed of vehicles to be used. Acid- or toxic-forming substances will not be <br />used in haul road surfacing. <br />Maintenance <br />Haul roads will be maintained in such a manner that the required or approved design <br />standards are met throughout the life of the entire transportation facility including <br />surface, shoulders, parking end side areas, approach structures, erosion control devices <br />and cut-and-fill sections. <br /> <br /> xeul toed maintenance will include repairs to the road surface, bleding, filling of <br /> potholes, and replacement of the road surface. It will include revegetetion, brush <br />removal, watering for dust control, end minor reconstruction of road segments es <br />necessary. <br />Reclamation <br />Unless the Division approves retention of haul roads as suitable for the approved <br />postmining land use, immediately after the road is no longer needed for operations, <br />reclamation or monitoring, the road will be closed to vehicular traffic, the <br />natural-drainage patterns will be restored, all bridges and culverts will be removed, <br />roadbeds will be ripped, plowed end scarified, fill slopes will be rounded or reduced <br />and shaped to conform the site to adjacent terrain and to meet natural-drainage <br />restoration standards, cut slopes will be shaped to blend with the natural contour, end <br />terraces will be constructed es necessary to prevent excessive erosion end to provide <br />long-term stability in cut-and-fill slopes. The regraded area will be covered with <br />topsoil in accordance with 4.06.4(2) and revegetated in accordance with 4.15. Unless <br />otherwise authorized by the Division, all road-surfacing materiels will be removed, hauled <br />or conveyed, and disposed under 4.11.4. <br />7 <br />
