Deot. of Naturzl Reso~!rce~ <br />I am in receipt of your letter of May 18, 1982 with attachments wherein <br />additional questions and/or concerns were stated regarding the subject applica- <br />tion. Those matters raised in your letter are answered by this letter. <br />Your letter-Item A.-Exhibit E-Reclamation Plan: <br />The operator intends to replace the excavated areas adjacent to St. Vrain <br />Creek as shown by Section A-A of Sheet 3 of 3 of the plans submitted with the <br />original application. That section shows a maximum slope of 3:1 of the replaced <br />material consisting of the overburden. The overburden material at the site <br />remains reasonably stable at this slope or a flatter slope when placed in lifts <br />not exceeding six inches, and with the backfill material benched at 2' vertical <br />intervals into the slope of the excavation line (approx. 2-1/2 horiz. to 1 vertical) <br />shown in Section A-A. Placement of the material in shallow lifts allows for <br />numerous passes over the material with the heavy dirt moving equipment which <br />results in substantial compaction of the replaced material. Asa result, the <br />replaced material will be in better shape than the original soil and will be much <br />less erosive than the natural state of the material now adjacent to the creek. <br />In addition, the replaced material will be seeded as soon as practicable after <br />placement to increase the stability. There is no guarantee that the St. Vrain <br />Creek will not overtop the remaining stream bank and the replaced materials since <br />the embankment cannot be increased in height above the historical elevation. The <br />operator believes that selective material placement on benched slopes, compacting <br />with heavy equipment, and careful seeding to obtain a dense revegetation will <br />provide greater bank protection than exists on the present stream banks. <br />Memo dated April 8, 1982 from Division of Wildlife to Your office: <br />The operator intends to protect the integrity of the stream as shown by his <br />application, the plans, and the included "Reclamation Standards."
