Conclusion
Review of existing documents has identified many secondary issues and
loose ends accumulated over ten years, many of which are relevant to the
present application; these include Board Orders, inspection reports,
promised corrective actions, responses to public comments, etc. These
should be addressed in some orderly fashion.
We believe that it is in the interest of all parties, and most especially of
COM, [nc., that a competent engineering review be undertaken, covering
both the technical and regulatory requirements of the proposed operation.
The report of that review should include a systematic approach to systems
design, design review, on site verification of conformity to design as
installed, creation of operating procedures, and on-site verification that
required procedures are being followed during operation.
Finally, although we are certainly not lawyers, we are troubled by the
apparent inconsistency of the present proposal with the requirements of
law. We are unable to see how the Gold Hill Mill can withstand challenge
as a stand-alone milling operation in the present Forestry Zone. It is
probably true that this issue should be resolved prior to the expenditure of
substantial funds on these other issues.
Respectfully Submitted
February 20, 1995
For the Committee
Robert N. Mason, Chairman
