Conclusion <br />Review of existing documents has identified many secondary issues and <br />loose ends accumulated over ten years, many of which are relevant to the <br />present application; these include Board Orders, inspection reports, <br />promised corrective actions, responses to public comments, etc. These <br />should be addressed in some orderly fashion. <br />We believe that it is in the interest of all parties, and most especially of <br />COM, [nc., that a competent engineering review be undertaken, covering <br />both the technical and regulatory requirements of the proposed operation. <br />The report of that review should include a systematic approach to systems <br />design, design review, on site verification of conformity to design as <br />installed, creation of operating procedures, and on-site verification that <br />required procedures are being followed during operation. <br />Finally, although we are certainly not lawyers, we are troubled by the <br />apparent inconsistency of the present proposal with the requirements of <br />law. We are unable to see how the Gold Hill Mill can withstand challenge <br />as a stand-alone milling operation in the present Forestry Zone.
