Burden of Proof Rea 'cements The permittee has the burden ofproofwhrn seeidng relief from total suspended so]ids ('CSS), total uon, and/or settlceble solids (SS) limitations. Relief rosy be granted separately for each discharge occurrence only when necessary and shall not be granted when the pemtittec has control over the discharge. The permittee should rndeavor ro meet the primary limitations whenever possible. The perniittee will raced ro show that exceedence of theapplicable 1mrimtiona were caused by precipitation and rw other source and that the discharge was beyond their control. Manual dewatering of the ponds shall meet TSS and total iron limitatrons unless it is the only method of dewatering. In such cases, manual dewateriag is eligible for alternate limitations as is auomatic dewatering a~ the following demonstrations shall apply. - a) Por rainfall.
