2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES--MINIMUM REQUIREMENTS FOR OPERATIONS AND <br />RECLAMATION PLANS <br />2.05.1 Objectives <br />The objectives of 2.05 are to ensure that the Division is provided <br />with comprehensive and reliable information on proposed surface coal mining <br />and reclamation operations, and to ensure that those operations are allowed <br />to be conducted only in compliance with these Rules and the Act. Informa- <br />tion presented in the application which addresses 2.05 shall be referenced <br />to the applicable environmental baseline information of 2.04 to demonstrate <br />that a proposed operation is being conducted consistent with environmental <br />resources information. <br />2.05.2 Operation Plan-Estimated Area for Life of Operation <br />This application contains a general description of all underground <br />coal mining operations proposed to be conducted during the life of the <br />operation. It includes, at a minimum, the following: <br />(1) Production, methods and equipment <br />Western Slope Carbon, Inc. (WSC) plans to mine this multiple seam pro- <br />perty, beginning with the top E seam, in an orderly sequence, mining lower <br />seams under worked-out areas of the E Seam (Exhibits 2.05.2-A through <br />2.05.2-C). Main entries in the lower seams will be superimposed under main <br />entries in the E Seam where possible to avoid roof trouble. WSC plans to <br />develop rock tunnels through the Wild Seam to the D Seam in order to main- <br />tain production at desirable levels. <br />• <br />2.05-1 <br />
