INTRODUCTION
• This report was prepared by Western Cultural Resource
Management, Inc. working under the Department of the Interior,
Professional Services Antiquities Permit No. 78-CO-124, which
expires January 15, 1980, and Permit No. 81-CO-124, which ex-
pires January 31, 1981. The report was prepared at the request
of Seneca Coals, Ltd., to aid in meeting Office of Surface Mining
(OSM) regulations concerning the one-mile buffer zone around
the life-of-the-mine boundary of a surface mine.
The Office of Surface Mining requires a determination
of the likelihood of the presence of sensitive sites within
the one-mile buffer zone.' Such a determination as defined by
Judith Ann Shafer, Regional Archaeologist of OSM, Region 5, is
to be based on a records and literature search, as well as field
inspection, as opposed to an actual 100% cultural resource in-
ventory. Should this determination reveal that sensitive sites
could occur within the buffer zone, inventory and assessment
• of the sensitive sites found within the buffer zone will be
required.
Sensitive types are defined by the Office of Surface
Mining as cultural resources which may be adversely affected
by blasting. Site types include but are not limited to rock
shelters, rock art, and standing structures.
Therefore, the purpose of this research was not to pro-
vide a 100% cultural resource inventory of the buffer zone,
but to provide a professional assessment of the likelihood
of occurrence of sensitive sites within the buffer zone,
based on a literature and records search and field inspection.
Organization
Thomas Lennon and Michael S. Burney acted as principal
investigators. Charles W. Wheeler conducted the literature
• and records search, as well as field inspection of the buffer
zone. ,
1
