INTRODUCTION <br />• This report was prepared by Western Cultural Resource <br />Management, Inc. working under the Department of the Interior, <br />Professional Services Antiquities Permit No. 78-CO-124, which <br />expires January 15, 1980, and Permit No. 81-CO-124, which ex- <br />pires January 31, 1981. The report was prepared at the request <br />of Seneca Coals, Ltd., to aid in meeting Office of Surface Mining <br />(OSM) regulations concerning the one-mile buffer zone around <br />the life-of-the-mine boundary of a surface mine. <br />The Office of Surface Mining requires a determination <br />of the likelihood of the presence of sensitive sites within <br />the one-mile buffer zone.' Such a determination as defined by <br />Judith Ann Shafer, Regional Archaeologist of OSM, Region 5, is <br />to be based on a records and literature search, as well as field <br />inspection, as opposed to an actual 100% cultural resource in- <br />ventory. Should this determination reveal that sensitive sites <br />could occur within the buffer zone, inventory and assessment <br />• of the sensitive sites found within the buffer zone will be <br />required. <br />Sensitive types are defined by the Office of Surface <br />Mining as cultural resources which may be adversely affected <br />by blasting. Site types include but are not limited to rock <br />shelters, rock art, and standing structures. <br />Therefore, the purpose of this research was not to pro- <br />vide a 100% cultural resource inventory of the buffer zone, <br />but to provide a professional assessment of the likelihood <br />of occurrence of sensitive sites within the buffer zone, <br />based on a literature and records search and field inspection. <br />Organization <br />Thomas Lennon and Michael S.
