requests will be submitted to CDMG for insertion into Appendix 13-11a, landowner Requests for
Permanent Features.
Bonding
Introdudion. The purpose of this sedion is to provide a reclamation cost estimate, with supporting
documentation, for determination of a redamafion performance bond for lands disturbed at the Seneca II
Mine. This section provides information regarding all disturbed lands within the proposed permit boundary.
The amount of bond required was developed assuming that the bond would be forfeited at a time when
redamation liabilities are highest during the reclamation phase of the mine. CDMG developed a revised
reclamation cost estimate, as of December 2005, that indicates a reclamation liability of 570,466,082.
CDMG cumeMly holds a reclamation land, calculated for the woretcase condition in the mirdng
sequence, in the amount of 511,284,390. The estimate now includes costs for topsoil replacement
and revegetation over all disturbed areas, rather than just the five-year permit term in the previous
estimate. The estimate was strucWred to facilitate the determination of bond release monies
associated with a Phase I Bond Release Application.
Reclamation Costs
•
Attachment 13-7, Bond Calculation Worksheets, contains the detailed cost estimation forms
documenting the curtent reclamation cost estimate.
Literature Cited and References
Agnew, W. 1991.
