<br /> <br />R.C.R.P.C. MINUTES DECEMBER 18, 1997 <br />the gravel mined at the Bfitco pit went with third party contractors. The truck traffic table in the <br />fact packet is based on 10 yard trucks. Routt County trucks haul 20 yards which would reduce _ -- <br />the number shown in the table by half. <br />Commissioner Garren asked about the steep grade in a portion of the interior haul road. CD <br />Johnson has scaled the grade and indicated that he can live with it. <br />In response to a question from Commissioner Garren, Pat Tellier stated that a pump test done in <br />1989 on the Anderson well showed a production of 8 gallons per minute. The well was drilled in <br />1977. <br />Concerning access to the soil stockpile area, Mr. Crofts stated that this depends on the direction <br />of mining, however, access will always be around the pit. He said as reclamation proceeds, the <br />soil will not be stockpiled but rather put directly onto the reclaimed area. <br />In response to a question from Commissioner Nichols, Mr. Crofts stated that the estimated worst <br />case truck traffic trips is all inclusive at 186 loads per year. <br />Mr. NichoL~asked about the status of the sludge truck haul permit.-Ms Fox stated that the City <br />has not submitted an application yflt. She said she informed GilbeR.Anderson, Wastewater Plant <br />Manager, that no more sludge can be removed by truck until the permit application is received. <br />Mr. Crofts spoke about the wetlands, the Mine Land Reclamation Board Permit, and explained <br />where reclaimed wetland areas will be located. He said the proposed plan is acceptable to Libby <br />Miller, Division of Wildlife local district manager. <br />In response to a question from Commissioner Wolf, Mr. Crofts stated that the Tellier pit is a direct <br />replacement pit for the closed Brilco pit. <br />Commissioner Wolf asked about the noise monitoring plan betore and after pit start up. Mr. Crofts <br />stated that although site specific noise studies have not been done, he believes there is ample <br />scientific data available to Indicate ambient noise levels. Commissioner Wolf said it may be <br />informative to measure the noise levels at the Anderson house currently and after the pit is <br />operational. <br />Ms Hoj stated that mining operations are subject to Section 8.4.1 of the Industrial Standards. If <br />noise is an issue, the regulations allow Planning Commission and/or the Board of County <br />Commissioners to require noise level monitoring. Mr. Crofts stated that OSHA has strict noise <br />requirements. <br />The Brilco pit does not have a crusher and has not run one in the last 5 years. <br />Mr. Crofts explained the calculations used in determining the probable noise increase caused by <br />the crusher. <br />Public Comment: <br />Diane Anderson, adjacent property owner to the proposed gravel pit area, slated she is concerned <br />about truck traffic, safety on the road, narrowness of the road, the road shoulder, and the need for <br />octet/decel lanes at U.S. Highway 40. Ms Anderson stated that the gravel pit is not compatible <br />with adjacent neighborhood properties and it will adversely affect the public safety health, safety <br />and welfare and should be denied.
