• • / 1 /" (~l/ ~d oFlr <br />ROUTT COUNTY REGIONAL PLANNING COMMISSION <br />MINUTES <br />DECEMBER 18, 1997 <br />The regular.meeting of the Routt County Regional Planning Commission was called to order at <br />7:00 P.M. in the hearing room in the Routt County Courthouse Annex. Members of the Planning <br />Commission answering roll were: Jean Garren, Troy Brookshire, Fred Wolf, Arnold Holly, Diane <br />Mitsch Bush, Bill Taylor, and Fred Nichols. Planning Staff present were Planning Director Ellen <br />Hoj, and Staff Planners Caryn Fox, Jane Grogan, and Andy Baur. Rebecca Bennett recorded the <br />meeting and prepared the Minutes. . <br />Rene Tonare (To Be Tabled to January 15. 1997) -1) Zone Change from Commercial to <br />Commercial and Medium Density Residential (MDR); 2) Sketch Subdivision Plan for one <br />commercial lot on the north'! of the property and for 2 duplex tots on the south'h of the <br />property. Located on a parcel in the SW4SW4 Section 6, Township 3 North, Range 84 West <br />and in a portion of "A Second Replat of Project I and II at Stagecoach," containing 2.0+/- <br />acres. Also known as the parcel containing "Woodmoor Sales Office and the Stagecoach <br />Center" <br />Caryn Fox stated that the Petition has been removed from tonight's agenda at the request of Mr. <br />Rena Tornare. <br />MOTION <br />Commissioner Jean Garren made a Motion to table the Rene Tornare Zone Change, at the <br />petitioner's request, from Commercial to Commercial and Medium Density Residential (MDR) and <br />Sketch Subdivision Plan for one commercial lot on the north '/: of the property and for 2 duplex <br />lots on the south '/_ of the property until the January 15, 1998 Planning Commission meeting. <br />Commissioner Arnold Holly seconded the Motion. <br />Vote: Yes - 7, with the Chair voting Yes. <br />No - 0 <br />Motion carried. <br />Johnson Excavating Inc./Luke JaV Tellier (Tabled from November 6 1997) -Special Use <br />permit for the purpose of operating a sand and gravel mine, on land zoned <br />Agriculture/Forestry (A/F). Located NE4NW4 Section 17, Township 6 Norih, Range 85 <br />West, of the 6'" P.M. Containing 40 acres; 24.5 acres will be mined. Located adjacent to <br />Routt County Road 33A, approximately five miles west of Steamboat Springs and <br />approximately Y:mile south of U.S. Highway 40. <br />Caryn Fox stated that changes from the November 6, 1997 hearing included relocating the haul <br />road and adding screening the along haul road. <br />Kent Crofts addressed concerns that were raised by Planning Commission and the neighbors as <br />follows: <br />Dust: Mr. Crofts stated that mining operations will occur down topographically "in a hole' and dust <br />should not be a major problem at 1500 to 2100 feet away from the site. The haul road will be <br />chemically treated at a frequency greater than County requirements. The petitioner will cooperate <br />
