V. 2.05 - General Operations Plan <br />A. Tab 3.6 discusses the facilities at the Edna Mine. Section 3.6.5 <br />of this t•ab addresses a "Buffer Zone Er.emption" of which the last <br />two sentences of the first paragraph contradict one another. It <br />will be necessary for P&M to backfill the area er.cavated for the <br />pump suction hose once activities permanently cease. Therefore, a <br />revised page 3.6-5 should be submitted deleting the last sentence <br />of paragraph one. <br />A RE`lISE PAGE 3.6-5 IS ENCLOSED AND MAY BE SUBSTITUTED DIRECTLY <br />INTO THE PERMIT IN PLACE OF THE EXISTING PAGE 3.6-5. <br />B. Tab 4.3 discusses the topsoil removal operations in both the Moffat <br />Area and West Ridge. A review of the Soils Maps for Tab 2.3 <br />(Rule 2.04.9) indicates that a small portion of the Moffat Area and <br />some significant areas of West Ridge have been previously disturbed <br />by mining. As specified by P&M, these previously (pre-law) <br />disturbed areas were not first salvaged of tosoil prior to the <br />disturbance. Therefore, these areas lack topsoil so no medium will <br />be salvaged prior to current mining activities. P&M's current <br />top=_oil salvaging plans call for the removal of only the A-horizon <br />from the various sites to be mined. While this is the best medium <br />• to be salvaged, a review of the soil inventory indicates that the <br />B-horizon contains favorable characteristics making this horizon <br />also worth salvaging. Taking into consideration the number of <br />acres on West Ridge that will not be topsoiled, the Division feels <br />it would be prudent to salvage the H-horizon material on the <br />remining areas to be mined for soiling of some of the areas <br />previously not intended to be topsoiled. The Division is aware <br />that there are limited acres that still will be mined oa West Ridge <br />but believes that the salvaging of the B-horizon for soiling <br />reclaimed areas will greatly enhance the potential for revegetation <br />success. Salvaging of the B-horizon on Moffat Area is not <br />necessary since sufficient topsoil will be salvaged to topsoil all <br />mined areas be it previously disturbed areas or not. <br />P&M HAS FOUND AND VOLUNTARILY SALVAGED ADDITIONAL TOPSOIL NOT <br />NOTED ON THE ORIGINAL SOILS MAPS. APPROXIMATELY 16,700 CUBIC YARDS <br />WERE SALVAGED FROM 2.7 ACRES IN FEDERAL LEASE #D-033327 ON WEST <br />RIDGE. THE MASS BALANCE OF SOIL MATERIAL SHOWN ON TABLES 4.3-3 AND <br />4.3-4 (PAGE 4.3-6), AND TABLE4.3-5 (PAGE 4.3-7) HAVE BEEN REVISED <br />TO INDICATE THE ADDITIONAL TOPSOIL SALVAGED. REVISED PAGES 4.3-6 <br />AND 4.3-7 ARE ENCLOSED AND MAY BE SUBSTITUTED DIRECTLY INTO THE <br />PERMIT FOR EXISTING PAGES 4.3-6 AND 4.3-7. <br />C. The first paragraph of Section 4.3.4 (page 4.3-5) states that all <br />of the topsoil stockpiles will be mulched in the fall when the <br />stockpiles are no longer needed. Is the Division correct in <br />assuming that the two tens per acre of straw will be crimped into <br />the soil to provide soil protection? <br />P&M REGRETS AN ERROR IN UPDATING THE RENEWAL DOCUMENT. P&M NO <br />LONGER INTENDS TO USE MULCH ON TOPSOIL STOCKPILES AS MENTIONED <br />
