(reference Tab 4.5 - Land Management Plan) and monitor during the
second growing season (reference page 4.4-1) for stabilization of
reclaimed areas, and changes that should be made to the seed
mixture (if any). The Division believes P&M should monitor for
cover, production, woody plant density, and species deversity in
years 4 and 7 in addition to the year 2 monitoring. This
monitoring will provide a good representation of the progress of
the reclaimed areas over time. The Division believes that one
sampling unit (i.e.: 50 data points) per five acres is sufficient
sampling for this type cf monitoring. P&M should submit a
monitoring plan for years 2, 4, and 7 addressing the parameters
listed above. These data and results should be submitted to the
Division during the winter following monitoring.
P&M WILL BE CONDUCTING PERIODIC VEGETATIVE MONITORING. THE
RESULTS OF SUCH MONITORING, WHEN PERFORMED, WILL BE SUPMITTED TO
THE MLRD WITH THE ANNUAL HYDROLOGIC REPORT. NO CHANGE IN THE
PERMIT TEXT IS REQUIRED BY THIS COMMENT.
IV. Fish and Wildlife Information - 2.04.11. 2.05.6(2)
A life of mine area terrestrial wildlife and aquatic biology sampling
and study program was undertaken by the applicant prior to issuance of
• the initial permanent regulatory program permit. The study areas
included appropriate adjacent areas depeadirg upon the species being
studied, and it was determined by the Division at the time of permit
issuance that the baseline information generated by the study was
adequate to fulfill regulatory requirements. Since the mining
operations proposed for the second permit term remain within the
original life of mine area, no additional baseline information
gathering relating to fish and wildlife aspects of the mine plan will
be required as part of the permit renewal process. Wildlife study
areas are shown on Exhibit 2.7-20 in Volume 5 of the permit
application.
The fish and wildlife management plan presented in Volume 12 of the
application also encompasses the projected life of mine area. The
commitments contained in the approved plan will remain in effect
throughout the upcoming permit term; therefore, no additional
mitigation measures are required as part of the permit renewal process.
NO RESPONSE REQUIRED.
•
